ICE reshuffles European management with new futures COO

Williams worked on the transition of Liffe's clearing and trading operations to ICE's European business.

Intercontinental Exchange (ICE) has reshuffled management for its European franchise, appointing a new chief operating officer (COO) for its futures exchange.

Stuart Williams has been promoted to COO of ICE Futures Europe, effective immediately. He was previously director of corporate development.

Williams will report to David Peniket, who is now president of ICE Futures Europe.

A spokesperson for ICE confirmed the appointment.

As COO of ICE Futures Europe, William’s responsibilities will involve the implementation of Mifid II/Mifir requirements for the European exchange, including the open access rules.

During its first quarter earnings call ICE’s chief executive and chairman Jeffery Sprecher, a frequent critic of Mifid II, stated that it had begun to make changes to its European clearing house in preparation for the incoming open access rules.

Williams also served as head of architecture and business development for NYSE Euronext, prior to its takeover by ICE. He worked on the transition of Liffe’s trading and clearing operations to ICE Futures Europe and ICE Clear Europe following the announced acquisition in December 2013.
